Empty Dwellings - Management Order |

A potentially draconian power is given to LAs as from July – the power to take
over empty residential properties (even if not run down or in poor repair).
For an Empty Dwelling Management Order (EDMO) to apply, the property must
have been unoccupied for a minimum of six months, steps must have been
taken to locate the owner, and other options to bring the property back into use
must have been considered. Apart from the six-months exemption, there are ten
other exceptions when the Order does not apply (eg temporary absence, second
home, dwelling on the market, and other circumstances when a property is not
