Wheel clamps – regulation |

The Private Security Industry Act 2001 regulates the whole private security sector (including bouncers). The provisions relating to wheel clamping only came into force on 3 May 2005 but should, at long last, provide some control over wheel-clamp cowboys.
Basically, the immobilisation of vehicles (including wheel clamping) now requires a licence and therefore a licence will be needed by any clamper (eg a private property owner who does his own immobilising, blocking-in or towing away). The point for property owners to note is that if they use an unregulated contractor (or do the immobilisation themselves, without a licence) then they will be committing an offence (up to £5,000 fine and/or six months in the Magistrates Court – even heavier in the Crown Court).
